Filing is easy. In Illinois you don’t need to send or upload a copy of the policy — you just enter the data. Once your EFS Admin has set you up on the system:

  • Log in with your credentials
  • Click  ENTER A FILING  on the left side of the screen
  • Enter the data in the fields as shown

If you have a question about what to put in any of the fields, just click on the information button for that field, which looks like this:

When you’re done, click  Submit  and the system will display the Filing Confirmation page. One of the first things you’ll see on this page is the SLAI Confirmation Number.

Since the policy or endorsement must show evidence that it was filed, you need to either write or type this number on the first page or declarations page of the policy (or on the endorsement) and label it “SLAI Confirmation #”, or you can click the  Print  button and attach the printout or PDF to the policy or endorsement document you are reporting. There is no need to send a paper copy to the SLAI, or to upload a PDF.

While there is not a specific number of days after the effective date specified as a filing deadline, paragraph (6) of the Illinois surplus line law states that it is unlawful to deliver these policies or premium bearing endorsements to the insured unless they show evidence that they have been reported. The easiest way to do this by attaching a copy of the EFS filing confirmation page to the policy or endorsement.

All surplus line policies, where Illinois is the home state, and any premium bearing endorsements must be reported to the State. This is accomplished by filing them on the EFS. This reporting is required by paragraph (5) of the Illinois surplus line law.
